background color of tab and border colors inside the iframe

I cannot seem to change the two items listed in the image below. If the border cannot be changed then I need to know the style, size and color so I can set all my other borders to match.

hmm - my image looked perfect in the preview but does not show up in the post. Try a copy and paste into ff or ie
