Hmm [^o)] French language strings problem and deployment issues

Deployment issue:
I tested the installation of my application on a clean WinXP Sp3 machine (VMware) with no other Microsoft updates. Something went terribly wrong even though we installed all of our known requirements for our application. The older version that does not have pinEdit works fine. The Internet Explorer on that virtual machine is IE 7. We got the nasty “System.InvalidOperation” exception.

Is there any special dependency that you know of?
What version of mshtml.dll does pinEdit needs?

French language strings:
The contents in the combo boxes for Font and Font Style remain in English even thought I set pinEdit language to “FR”. See the attached picture called “pinEdit-Fontnames.JPG”. Is there anyway we can have those Font and Font style display in French?

Also in the same attachment, the French caption for “Select Font” shows up as strange characters. It seems any French caption with those accent characters will cause problem, see the other attachment “pinEdit-frenchaccent.JPG”. The caption is id 3016 in fr.js in the localization folder. In fr.js it shows up as "Sélectionner la police". I have attached my fr.js as well in case you want to take a look at it.
What could be wrong?
Is it the font settings in my Internet Explorer? This occurs in my workstation and other workstations as well.
